PIRB registration and the plumbing certificate of compliance
The Plumbing Industry Registration Board registers plumbers in South Africa, and a PIRB-registered plumber issues a plumbing certificate of compliance for qualifying work, most commonly a geyser installation or replacement under SANS 10254. What the PIRB is
The Plumbing Industry Registration Board is the professional registration body for plumbers in South Africa. It registers plumbers by qualification and experience, issues each a registration number, and requires continuing professional development points to keep the registration current. The Institute of Plumbing South Africa is the trade association; many plumbers hold both.
Registration is voluntary in law but expected in practice: insurers, municipalities, body corporates and larger clients increasingly ask for a PIRB number before accepting a plumber's certificate, and some will not pay a geyser claim without one.
When a plumbing certificate is issued
A PIRB-registered plumber issues a plumbing certificate of compliance for work that must meet a national standard, and the common case is the installation or replacement of a fixed electric storage water heater, the geyser, under SANS 10254. The certificate records the installer, the address, the geyser and the safety components fitted: the pressure control valve, the temperature and pressure safety valve, the vacuum breakers, the drip tray and the drain line.
The certificate is logged with the PIRB against the plumber's number, which is what gives it weight with an insurer. A certificate that cannot be found on the register is a certificate the insurer may not accept.
Geyser insurance claims
Most geyser replacements in South Africa are insurance work. The insurer or its assessor will ask for the plumber's PIRB registration, the certificate of compliance for the new installation, photographs of the old and new units, and a tax invoice with the supplier's VAT number. Missing any one of them delays payment to the plumber.
That makes the paperwork on site the difference between being paid in days and being paid in months, which is the argument for capturing it on the phone before leaving.
