SAQCC Gas registration and the gas certificate of compliance

A gas certificate of compliance is issued by a gas practitioner registered with SAQCC Gas, the body appointed under the Pressure Equipment Regulations, on completion of a gas installation and when a property with a gas installation changes hands. Who may issue a gas certificate

The Pressure Equipment Regulations, made under the Occupational Health and Safety Act, require that a gas installation be certified by an authorised person, and SAQCC Gas is the body that registers gas practitioners for that purpose across liquefied petroleum gas, natural gas, compressed natural gas and refrigeration. A practitioner is registered in a category and a class that matches the work, and the registration number appears on every certificate.

The Liquefied Petroleum Gas Safety Association is the industry association for the LPG side and publishes guidance on installations, cylinders and the standard, SANS 10087-1, that domestic and commercial LPG installations are built to.

When a certificate is required

A certificate of conformity is required on completion of a new gas installation and after any alteration, and the regulations require one on transfer of a property that has a gas installation, in the same way an electrical certificate is required. Conveyancers ask for it alongside the electrical certificate, and an installation with no certificate, or one installed by someone who was not registered, is an installation the buyer's inspector will refuse.

Paper certificate books were withdrawn some years ago in favour of an electronic certificate issued through the registration body, so a certificate must now be checked against the register rather than judged by the look of the form.

What the certificate records

The certificate identifies the practitioner and their registration number, the address, the appliances and the cylinders or supply connected, the pipework and the tests done: the leak test, the ventilation and the clearances from openings and sources of ignition that SANS 10087-1 sets. Photographs of the installation, the cylinder position and the regulator are the evidence that supports it.
